In this website, http://www.perzl.org/aix/index.php?n=FAQs.FAQs#rpm-dependency-hell under A solution to the RPM dependency hell problem I don't see AIX 7.2 version under . In AIX 7.1, PHP 7.2 version is not available. Can someone give me the steps to do this? My application need PEAR libraries and runs on Apache.

Short of a step-by-step, if it was me, I'd use the PHP RPMs at the AIX Toolbox for Linux Applications. The RPMs will have dependencies that can be resolved with further RPMs from the Toolbox, depending on what you already have installed. You could use the older dependency lists as a starting point for RPMs to download.
