If filename is passed as parameter then $1 will have the filename.
We can use -e option of bash to check if file exists or not and similarly -r and -w for read and write permissions

if [ -e $1 ]
then
echo "File Exists"
if [ -r $1 -a -w $1 ]
then
echo "File permission has been changed"
fi
else
echo "File does not exist"
fi
